Borough Hall Centennial Building Project

Project Status

The initial focus of the Centennial Building Project was to assess the current state of the building to determine what was needed to make it structurally sound and accessible to all members of the community. To do so, we needed to identify what types of activities and amenities are desired. An Online Survey was conducted to gather feedback from the community on how they envisioned using the space. Based on that survey, we have developed a multi-phased approach for building improvements. 

Phase 1 – Building Envelope
The first phase of the Centennial Building Project focused on addressing the building's envelope to upgrade key components of the structure and ensure the building's energy efficiency. This phase included the installation of 3,250 sq. ft. of replacement roofing, 14 new windows with thermally efficient glazing, 2,000 sq. ft. of blown-in thermal insulation in the attic, and abatement of lead paint and asbestos.

This phase of the project was made possible by a $231,062 Gaming Economic Development Tourism Fund (GEDTF) Grant that was coordinated by the QVCOG and supported by State Senator Wayne Fontana and State Rep Anita Kulick . This phase of the project was completed in 2024.

Phase 2 – ADA Access
The second phase of the project was focused on installing an elevator that would provide ADA Access to the second floor of the building, allowing all Borough residents to utilize this part of the building. This project will allow the community to hold more public and private events in Hamilton Hall, including Borough Council Meetings, Avon Club Events and Meetings, Community Events, and Private Engagements.

This phase of the project was made possible by two $300,000 State Grants with the support of State Senator Wayne Fontana and Reps. Anita Kulick and Arvind Venkat. The elevator installation was completed in 2025.

Phase 3 – Interior Renovations
Plans are currently underway to make interior improvements to the building in order to better support the activities requested by the community. This includes improvements to the 2nd floor kitchen, re-painting and decorating public spaces, and reconfiguring the spaces to support planned activities.
Funding for the 2nd floor has been provided by a $3,000 Grant from the Avon Club. Additional funding sources will be identified as we finalize plans. Interior updates are planned to be implemented throughout 2025 and 2026.

Phase 4 - Exterior Renovations
Exterior renovations to the building include building repainting, replacement of the ADA access ramp, and repaving of the sidewalk around the building.

We have recently applied for a GEDTF Grant for the ADA Ramp Replacement and plan to apply for a Community Development Block Grant (CDBG) for sidewalk repaving.

Planned implementation of Phase 4 is 2026-2027.

Phase 5 – HVAC
The building currently has boiler heat and utilizes window air conditioners to manage heating and cooling. The plan is to add a Ductless Mini Split HVAC system to provide air conditioning in the summer and to assist the boiler with heating the building in the winter. The borough is working to implement and finance this phase as part of our general facilities planning.

Planned implementation of Phase 5 is 2026-2027.
